Lancet publishes results of Equitap study of the poverty impact of out-of-pocket spending on health in Asia |

|
The impoverishing impact of out-of-pocket spending in different Asian countries was highlighted today in a headline-making article published by the Lancet. This study conducted by the Equitap collaboration, led by IHP, used standardised methods to examine the poverty impact of household out-of-pocket spending in 11 countries ranging from Bangladesh and Nepal to China and Kyrgyz Republic. Key findings of the paper are many millions of Asians are pushed below the poverty line by their health spending, amounting to over 72 millions at any one time. However, certain countries, specifically Sri Lanka, Malaysia, Thailand and Hong Kong, were found to be able to protect their populations from the largest impacts of this type of spending.
The Equitap research collaboration is a consortium of more than 17 institutions in Asia and Europe, conceived and led by IHP staff, which has been examining equity in health systems in Asia since 2000. Equitap was principally funded by the European Union under an INCO-DEV grant from 2000-2004. This Lancet article is the first Equitap reseach paper accepted for publication in an international peer-reviewed journal. Dr Ravi Rannan-Eliya and Dr Aparnaa Somanathan were the IHP authors in this paper. |

IHP Fellows appointed to expert review committee to finalise Health Master Plan |
|
|
|
|
|
Dr Dalpatadu and Dr Rannan-Eliya have been appointed by the health ministry to an expert review committee tasked with finalising the Health Master Plan, before its submission to the Cabinet of Ministers for approval as national policy. The JICA-assisted Health Master Plan was originally drafted in 2003, but final release was delayed owing to the need for consensus to be reached with stakeholders. This process having been completed, the expert committee will be finalising the document.
The Health Master Plan is intended to provide a framework for health sector development in the medium term, including future JICA support to Sri Lanka's health services. |

Field work for IHP Survey of IDPs completed |
|
|
|
|
|
After five months, the field work for the IHP Survey of IDPs was finally completed. This survey being conducted as part of the IHP-NIDI study of welfare conditions of conflict-affected IDPs in Sri Lanka, is commissioned by UNHCR. With the deteriorating security situation in east and north of the country, the field teams have faced difficult operational conditions, but were able to successfully complete surveying of 1,100 households in Mannar, Vavuniya, Anuradhapura, Polonnaruwa and Trincomalee. IHP will be working in next few weeks to analyse the data collected and prepare a report on the key findings for UNCHR. |

Aparnaa Somanathan awarded doctoral degree by Harvard University |
|
|
|
|
|
Aparnaa Somanathan, IHP Fellow, was awarded a Doctor of Science degree in International Health Economics and Policy at a colourful ceremony at Harvard University. Aparnaa was a student at the Harvard School of Public Health, and her thesis, entitled "Determinants of use of pregnancy and chlid healthcare in Indonesia", examined individual and social factors influencing the uptake of maternal and child health services in Indonesia. |

Poster selection makes for four IHP staff research abstracts selected for presentation at Global Forum 10! |

|
With notification that a poster proposal by Tharanga Fernando has been accepted for presentation, a total of four abstracts by IHP staff have been selected through the competitive call for abstracts for presentation at the Global Forum 10 Conference to be held in Cairo, Egypt in October 2006.
The selected abstracts cover the wide diversity of work being undertaken by IHP researchers in the areas of maternal health in Indonesia (oral presentation by Aparnaa Somanathan), tax incentives for private sector in Sri Lanka (oral presentation by Ravi Rannan-Eliya), the impact of ageing on health costs in developing countries (oral presentation by Ruki Wijesinghe) and child health resource mobilization in Bangladesh and Sri Lanka (poster by Tharanga Fernando). They illustrate the high quality mix of Sri Lankan and globally relevant research that is the hallmark of IHP.

|
|

Dr Rannan-Eliya selected to present analysis of BOI hospital incentives at Global Forum 10 Conference, Cairo. This study was commissioned by the Sri Lanka Commission on Macroeconomics and Health, and evaluated the provision of fiscal incentives to stimulate private hospital investment in the country. |

Dr Rannan-Eliya presents on issues related to extending social protection to the informal sector at World Bank workshop |

|
|
Dr Ravi Rannan-Eliya gave a presentation titled "Sri Lanka's experience with informal sector pensions" at the World Bank Workshop "Social Protection in South Asia: Growth with Equity, Security and Opportunity", organised in Colombo. He discussed challenges and issues identified in previous work by IHP researchers, and outlined how pension designs might be improved in future in Sri Lanka for these workers. The meeting, held at the Hilton Hotel, Colombo, was attended by a wide range of experts and officials from South Asia. |
