    Abstract:The Government of Sri Lanka initiated the project to develop a National Action Plan for the Protection and Promotion of Human Rights in response to a call from the citizenry to take stock of the human rights situation in the country. Secondly, it is also the government�s response to the recommendation of the Vienna Declaration and Programme of Action adopted at the World Conference on Human Rights in Vienna, Austria in 1993. Thirdly, during the Universal Periodic Review (UPR) process in May 2008, the Government pledged to develop a National Action Plan to improve the human rights situation in the country. This National Action Plan is the result of the government deciding to take concrete action to bring about positive changes in protecting and promoting human rights situation in the country.
