Reggie Perera

Dr. Reginald Perera is a Senior Fellow at the Institute for Health Policy (IHP), and the former Secretary to the Ministry of Health. He is a Board Certified Consultant in Community Medicine (1986) of the Post Graduate Institute of Medicine, Colombo University, Fellow of the College of Medical Administrators of Sri Lanka, the College of Community Physicians of Sri Lanka, and a Hon. Fellow of the Sri Lanka Ayurveda Medical Association and a life member of the Sri Lanka Medical Association.
Before joining IHP, he completed over 37 years of service in the Health Ministry, with experience in management of health systems at the Primary, Secondary and Tertiary levels of care. He has expertise in management at the Divisional, District and National level. His national level experience was as Director (Medical Technology and Supplies), Deputy Director General (Medical Services), Director General of Health Services, Additional Secretary (Medical Services) and Secretary Health, Nutrition and Welfare. |

He has specialized in project formulation and management, and has worked on the health component of Integrated Rural Development Projects (Matara and Hambantota), District Health Planning, foreign-funded projects of the World Bank, Asian Development Bank, World Health Organization, UNICEF, and UNFPA etc. He has a number of publications in national and international journals on a variety of topics in Health Systems Management, and has contributed chapters to manuals of Health Management, and the National Disaster Preparedness and Management plan. He has undertaken a number of consultancies for the Government, local development agencies the UN and other international organizations.

He has conducted a number of research projects at the local as well as international level. He has served as a resource person for the WHO, JICA, and other international organizations. He was Vice Chairman, Regional Committee of the South East Asia Regional office of the WHO 1994/95 and Chairman 1995/96. He also served as the Alternate member of the Executive Board of the WHO, Geneva from May 1997 to January 1998.

He was a Council Member of the Sri Lanka Medical Association (1994 to 1996), Council Member of the Sri Lanka Association for Advancement of Science Section A (1993 to 1994), President of the Sri Lanka Association of Community Medicine (1993/1994), President of the College of Medical Administrators of Sri Lanka (1994), Vice President of the Federation of Professional Colleges of Sri Lanka (1994), First Chairman of the Board of Study in Medical Administration of the Post Graduate Institute of Medicine (April 1994 To April 1998).
